Furthermore, challenges to the ESA are
far easier for environmental groups
than for landowners. NSSGA will support changes to the ESA to make it less
of an obstacle for aggregates operations, who have a proven track record
of mitigating habitats for wildlife.
Airport Improvement
Program Could Expand
Aggregates Customers
House Transportation and
Infrastructure Chairman Bill Shuster,
R-Pa., won his race and will be ready
to push Air Traffic Control reforms,
which is something that Trump has
said needs to be done. This could
be an opportunity to increase the
Passenger Facility Charge and Airport
Improvement Program funding to
secure more markets and opportunities for the aggregates industry. The
current funding bill expires Sept. 30,
2017, so this may not be an immediate
priority for Congress or the president.
Improving the Workforce
with Career and Technical
Education Act
The Strengthening Career and Technical Education (CTE) for the 21st
Century Act, makes several notable
changes to existing law and has not
been reauthorized since 2006. The bill
is designed to help more Americans
enter the workforce with the skills
they need to compete for high-skilled,
in-demand jobs. Today, CTE programs
prepare millions of students for lifelong success by bridging the divide
between high school and postsecondary education and training.
With so many jobs available in the
aggregates industry, which could be
in-demand given Trump's penchant
for infrastructure spending, operators should be in favor of CTE programs that prepare young people
for careers in aggregates companies.

Workforce Subcommittee on Higher
Education, and passionate about
passing this bill.

Aggregates Industry
Makes it Voice Heard
Thousands of members of the aggregates industry advocated
for the industry in 2016. From hosting facility tours for members
of Congress and candidates as part of NSSGA's annual "Driving
It Home" campaign, to voter registration and Get Out The Vote
efforts. Thousands of people responded to NSSGA's Aggregates In
Action (A2) grassroots network Action Alerts, met face-to-face
with lawmakers and contributed to NSSGA's political action committee, ROCKPAC.
The $1.3 million that NSSGA members contributed to ROCKPAC
for the 2016 election cycle significantly enhanced the aggregates industry's ability to cultivate new and maintain existing
relationships with candidates and members of Congress. This
allows the industry to educate these policymakers on the issues
of importance.
ROCKPAC donated to 243 pro-aggregates candidates running in
the 470 House and Senate races on the ballot Nov. 8 - 52% of all
congressional races. ROCKPAC-supported candidates won 95% of
those races. These results reaffirm ROCKPAC's overall strategy and
position NSSGA well for the 115th Congress.
The opportunities presented by the new administration for the
aggregates industry have never been greater, which is why it is
all the more important that NSSGA and members have a seat at
the table when these decisions are being made by Congress. The
only way that can happen is to keep this momentum going and
continue to build upon it.
ROCKPAC and A2 have worked to put members of the aggregates
industry literally in those seats at the tables - both in Washington,
D.C. and throughout America - those members and NSSGA advocated for increased and sustainable highway funding as well as
pushing back the regulatory onslaught. Whether it was an NSSGA
member hosting a facility tour in a representative's home district
or NSSGA lobbyists hosting a fundraising event for a senator in
Washington, D.C., ROCKPAC and A2 provided those chances to
make the aggregates industry's case directly to elected officials.
This effort cannot end with the election. Invite your newlyelected or re-elected members of Congress to visit your facility or
arrange a meeting with them in their district office this year. It
is up to you to ensure that your members of Congress understand
that solving our long-term transportation funding challenges is
essential to our nation's economic growth and prosperity. Be sure
to let NSSGA know once you have meetings scheduled or if you
need assistance in setting them up. Afterward, send in any photos
