productivity associated with substance
abuse accounts for more than twothirds of its $193 billion total cost to
society per year.
Abrams highlighted the benefits of
having a substance abuse prevention
program and encouraged all employers
to adopt one, even small operations.
She noted that these smaller employers
tend to fall behind when it comes to
creating these critical programs. This
sometimes is due to a perceived lack
of resources and administrative staff.
A lack of training and experience in

successfully setting up and managing
these programs is another common
obstacle.
"Clear evidence exists that these
prevention programs save lives of both
substance abusers and those they work
with," Abrams said. She urged employers and business owners in the audience to adopt and publish a program
that includes a few basic principles.
These include a written policy, supervisor training, employee education,
employee assistance and drug and
alcohol testing.

"While drug testing may not be
cheap," Abrams noted. "It is essential that this be a component of the
program." Additionally, many states
set mandatory procedural requirements for employers who subject
employees or applicants to drug
testing. She recommended a thorough review of state law to ensure
company drug testing programs meet
these requirements.
Train supervisors on how
to identify and address
substance abuse problems
As the closest, most direct link to
an employee's day-to-day work and
behavior, supervisors should be aware
of their role in combating substance
abuse and trained on how to address
it in order to keep employees safe.
Abrams said that supervisors must
be trained on how to identify impairment in workers on the jobsite and be
empowered to take action.
Abrams recommended taking caution if addressing an employee under
suspicion of being "under the influence" on the job. Workers who are in
question should be taken to a private
area, away from other employees or
their work duties. A second supervisor or witness should be present to
document any action or statements.
Employees may need to be removed
from the job until assistance can be
provided, to keep the workplace safe.
Finally, senior management must be
made aware of these events.
Keep the focus on safety
"Accidents and injuries create
severe hardships, not just for the
victims, but for also the employer,"
Abrams said. Creating and enforcing substance abuse policies should
always focus on the ultimate end goal
for our industry: keeping employees
safe on the job. Aggregates operators have a responsibility to make
sure everyone goes home safe at the
end of the day. 2017 marked the 17th
consecutive year in which aggregates
operations improved their safety
record. Let's continue making aggregate operations safer workplaces each
year for everyone.
