Coming Together
as an Industry
NSSGA welcomed the co-location
of the National Ready Mix Cement
Association (NRMCA) and Portland
Cement Association (PCA) annual meetings in Houston. Mark Helm, NSSGA
chairman, Allen Hamblen, PCA chairman and Scott Parson, NRMCA chairman spoke about the White House's
framework for a major infrastructure
bill and how the construction materials
industry can come together to support
it. Helm also noted part of President
Trump's plan includes streamlining the
permitting review process, which in
some cases today, can take decades.
"[President Trump] wants to reduce
the lengthy environmental review
process to two years by eliminating
redundancy and inefficiencies between
federal agencies," Helm said.
While the association leaders
expressed concerns with the proposed
plan, such as its failure to stabilize the
Highway Trust Fund, they pressed for
action on a bill. "Everyone has a stake
in this effort and everyone must do
their part to push for an infrastructure package that makes a real and
long-term impact on our country,"
said Parson.
Randy Lake Becomes Chair
of NSSGA Board of Directors
Randy Lake, president, CRH Americas
Materials, was elected chairman of

the NSSGA Board of Directors. He will
hold the position through the association's 2019 Annual Convention
in Indianapolis.
"Optimism is the strongest building
material on earth, and I am optimistic
about our industry's future as this
association continues to focus on
advocating for infrastructure," said
Lake. "I appreciate this opportunity
to serve the members of NSSGA and
the industry as chairman."
Lake leads a family of companies
across 44 states with more than
24,100 employees and 1,300 locations
at the largest vertically-integrated
construction materials company in
the United States.
As chairman, Lake told NSSGA
members during the 2018 Annual
Convention that executing on the
Rocks Build America 2020 strategic
plan will be critical to achieving positive goals for the entire industry.
The potential impact of a $1.5 trillion investment in our infrastructure
would be incredible, and should be the
focus of the association and member
companies throughout the year. "Our
collective voice is stronger than any
single company," Lake said.
Lake joined CRH in the Americas
in 1996. Prior to his current position, he served as CEO of Oldcastle
Building Solutions, the business unit
he helped launch in 2010 to introduce and position the company's full

portfolio of products and engineering
services to developers and design/
build firms nationwide. He holds an
MBA from Marymount University and
a BS in Business Administration from
Grace College.
Shipping Aggregates
As part of its 2018 Convention,
NSSGA coordinated an Operations
Tour with CEMEX and Vulcan Materials
Company for attendees to visit and
tour two distribution facilities.
Vulcan Materials Company hosted a
tour at its Houston Ship Yard, where
the W.H. Blount, one of Vulcan's three
ships, was discharging material during the tour. The W.H. Blount was
discharging material from Vulcan's
Calica Quarry, located in the Yucatan
Peninsula of Mexico. The Calica
Quarry is connected with markets
in Texas, Louisiana, Mississippi,
Alabama and Florida.
The Shipping Yard has been in operation for Vulcan since 1992. The ship
being unloaded was 750 ft. long by
150 ft. wide and held 2,400 truckloads
of material. For aggregates, shipping
is the most cost-effective option, as
$5.00 moves a ton of aggregates 833
miles, compared to just 20 miles per
truck, 63 miles per rail and 200 miles
per barge.

visit the CEMEX Navigation Aggregates
Distribution Yard, located about 3
