infrastructure. But we must find a way
to capture revenue from free riders who
are paying lower or no gas tax because
they drive hybrid or electric vehicles. In
my opinion, VMT would accomplish that
goal and give us the resources needed to
invest in a 21st century system.
How do we ensure that
resources are in place to meet
current and future needs of our
surface transportation system?
We need to pay for the infrastructure we have while planning for a

future system that includes technologies, like autonomous vehicles and
drones, that will revolutionize how
we move goods and people around
the country. The way we pay for
our infrastructure has always been
through user fees - whether that be
for airports, roads, inland waterways
or our ports. In some of those areas
- like our highway system - the user
fees no longer support the level of
investment needed to maintain our
current system, let alone consider
more transformative projects. Many

of the solutions presented to fund a
21st-century infrastructure were left
over from the 20th century. If we continue using current pay-fors to fund
our infrastructure then our system
will remain stuck in the 20th century.
The way we pay for it now isn't meeting our needs.
What would be the effect
of streamlining permits for
infrastructure projects?
Congress and the administration
are completely in sync with wanting
to reduce the regulatory burdens on
American people and businesses -
whether that is permitting on construction projects, costly healthcare
regulations, or the assault on affordable domestic energy resources. The
administration has aggressively pursued a roll back of the most egregious
Obama-era regulations but there is
more work to be done on this front.
I agree with the administration,
that we should aim to get projects,
when possible, completed in less than
two years. What that means on the
ground is less stop-and-starts, more
certainty, and lower costs and greater
value for the taxpayer.
Anything else that the
aggregates and construction
materials community should
be aware of this year?
Besides the Infrastructure bill,
the Transportation Committee will
be working hard to pass a water
resources bill - called WRDA -
and a long term Federal Aviation
Administration (FAA) bill. On WRDA,
expect more permitting and regulatory reform of the Army Corps of
Engineers. With the FAA bill, I have
fought hard to secure more robust
investment in our airport infrastructure by increasing funding for
the Airport Improvement Program
from $3.35 billion to just under $4
billion a year. That will mean more
projects, like runway expansions,
at all our nation's airports. Most
importantly, a long term bill will
provide certainty that has been
absent in our aviation programs for
a long time.
