America's Future
HUNDREDS OF PEOPLE FROM aggregates operations all over the country gathered in Washington, D.C. for
advocacy, networking and professional development at NSSGA's Legislative & Policy Forum.
"No one is a better advocate for
national infrastructure funding than
the men and women who work at
local quarries in almost every congressional district in the country,"
said Michael W. Johnson, NSSGA
president and CEO.
In all, NSSGA members handled
more than 180 meetings on Capitol
Hill in a single day.
"Members of Congress are always
eager to talk with their constituents
and learn about what they want from
their government. We are very proud
that more than 300 people came to
our nation's capital to tell their representatives and senators that it's
time to invest in our infrastructure,
put people to work and improve our
nation's economy," Johnson said.
Acting Environmental Protection
Agency (EPA) Administrator Andrew
Wheeler welcomed the aggregates
industry to Washington, D.C., on
Sept. 25. He provided updates on
regulatory reform and other EPA priorities, including improving the permitting process, cost-benefit analysis
and transparency in regulatory science. "Sound science must be the
foundation of everything we do at
the EPA," Wheeler said. "Americans
deserve to know the science guiding
EPA decisions that may impact their
lives, especially when it's funded
with taxpayer dollars."
NSSGA presented House Transportation & Infrastructure (T&I)

Committee Chairman Bill Shuster
with the first-ever Rock Star award
for a career of being an infrastructure champion. Shuster, set to retire
after this year, has been a champion of infrastructure projects. While
Shuster said he wasn't sure about his
next steps, he told attendees that
he still wants to advocate for building America's infrastructure to keep
the country as globally-competitive
as possible.
"America needs to invest more in
our infrastructure. We need to look
at innovative ways to move it forward
and keep innovating on the permitting process so it's more efficient,
because you people know that time
is money," he said. "You have to be
here, in Washington, and you have to
engage every year. If you're going to
get funding and a better permitting
system, you have to engage early and
often with Congress."
He was welcomed by Johnson and
T&I Ranking Member Peter DeFazio,
D-Ore., who has served on the T&I
Committee since 1987.
"We've got to get back to being No.
1 in the world again, and you're going
to be a key part of that," DeFazio
said. "If you look at Congress and it
seems dysfunctional, it is. It looks
incredibly partisan, it is. But if you
watch our committee you see that
in fact we can come to agreement on
substantial bills. The last two bills
that will be done in this congress
of any significance are our Water
Resources Development Act and FAA
authorization bills."

Tom Reed, R-N.Y., and Rep. Daniel

Lipinski, D-Ill., also briefed NSSGA
members on key infrastructure
policy issues. They also discussed
solutions to address the enormous
need for infrastructure and how the
caucus is working to bring them to
reality.
The nearly 200 meetings held on
Capitol Hill should be the starting
point to build a relationship with
members of Congress. Johnson
explained that having personal relationships with one's elected officials
helps to ensure that they'll listen
to concerns about laws or regulations that overly-burden aggregates
operations.
