Success Story:
Highway Funding
Package Passed in Indiana

ON APRIL 27, 2017, the Indiana
Minerals and Aggregates Association
(IMAA) received excellent news. On
that day, Gov. Eric Holcomb signed a
long-term, dedicated highway funding package, sending a signal to the
state's construction and aggregates
industries that there would now be
a stable program to fund highway
improvements. It also meant that
local governments, who had long
been feeling the pinch of mounting
investment requirements and lack of
funds for necessary road, bridge and
street improvements, would finally
see relief.
"This funding package is long-term
and that's extremely important," said
Robert G. Jones, IMAA executive
director. "Rather than the fits and
starts of the last few years, companies can see there is certainty in the
program going forward and can make
decisions to buy equipment and hire
employees." For Jones, the funding
package was a decade-long advocacy
effort by IMAA and operations in the
Hoosier state. In 2006, Indiana leased
the Indiana Toll Road, a transaction
that generated $3.8 billion. Those
funds were returned to the state's
highway system, adding capacity to
projects like US 31, I-69, the Ohio
River bridges and many others.
Hoosiers celebrated these projects,
which were sorely needed. However,
other roads and highways in need
of maintenance went overlooked. In
testimony to a legislative study committee in 2016, INDOT identified a
$1.2 billion per year annual funding

gap - a sign the time was ripe for a
new infrastructure package.
Recognizing the need for long-term
investment in Indiana's roads and
highways, IMAA joined with the other
members of the Build Indiana Council
(BIC) to encourage elected officials
to act on a plan. BIC, which includes
all of the highway-related associations in the state, worked in tandem
with many other groups representing
chambers of commerce, the logistics
industry, county governments, cities
and towns, organized labor and agricultural interests. Combining forces, the
groups told state officials it was time to
address Indiana's funding gap and lead
the way in fixing America's outdated
roads, bridges and highways.
Jones credits staying on message and
perseverance as two keys for successful advocacy. "We've learned that you
just have to keep beating the drum.
You can't give up. No matter what your
issue is, these things take time. There
have been times when progress looked
bleak, but we stayed on message and
continued sending that message to our
representatives."
After success at the state house,
Jones is optimistic about the future
of Indiana's federal highway funding.
"IMAA hopes that the Trump administration sees the value in investing in
our country's transportation system and
our other core infrastructure systems
like water and sewer. Our generation has
to step up and fund improvements like
our parents did and our grandparents
did before us. We can't keep 'kicking
the can down the road.'"
